I think ALL of us have the potential to be an earth angel.
Angel actually merely means "messenger." There are plenty of "angels" in that generic messenger sense, such as messengers of corporate greed that we see all around us. Those who seek out God's will, who seek to love as God loves, and who desire to care for others, become God's messengers - God's angels on Earth.
